John Snow, Inc. (JSI) is a public health management consulting and research organization dedicated to improving the health of individuals and communities throughout the world over the last forty years. JSI is currently seeking an outstanding Project Director (PD) for a possible award of the USAID-funded Country Health Information System and Data Use (CHISU) global cooperative agreement. The Project Director must demonstrate global thought leadership in the areas of health information systems (HIS) and data use, have depth and breadth of technical expertise, supervisory and program management experience, interpersonal skills, and professional relationships. The Project Director must also be able to ensure that the diverse global project goals and objectives are fulfilled. The Project Director will provide guidance and support on technical activities undertaken by the program with direct supervision of all project implementation. This is a full-time position based in Arlington, VA.
CHISU is a project designed to enhance host country capacity to produce high-quality health information, to optimally manage this information, and to institutionalize evidence-based decision-making. The project will work with USAID- supported host country health managers, health workers, and other stakeholders to strengthen the enabling environment of health information management and strategic planning in order to: improve harmonization of fragmented information systems, reduce duplication of data collection, and improve monitoring and tracking of a country’s own health trends and priorities. Anticipated award level is $100-300m, largely comprised of field buy-ins.
RESPONSIBILITIES
- Direct the project’s strategic vision, design, and implementation with the aim of advancing the project purpose, objectives, and guiding principles.
- Lead development of annual workplans and ensure that agreed activities and targets are fully accomplished, meet expected technical and management quality standards, and are delivered on schedule and on budget.
- Serve as primary point of contact for the client/donor and ensure smooth communications flow.
- Oversee a team of senior technical and program management staff and facilitate strong collaboration with and between all team members, fostering an outstanding team work environment.
- Foster innovative technical approaches in systems thinking, technology solutions, data analytics and overall evidence-based decision to achieve project outcomes.
- Utilize Collaboration, Learning, and Adapting (CLA) approaches to improve the quality of technical work.
- Ensure compliance with USAID and JSI rules and regulations.
- Provide oversight of project sub-awardees, ensure quality and timeliness of deliverables, and facilitate regular collaboration between implementing partners to exceed project goals and objectives.
- Identify opportunities to leverage additional project resources through public-private partnerships / multi-stakeholder alliances to leverage additional resources supplementing USAID core contributions.
- Track results and provide timely reporting.
- Recruit outstanding staff and nurture their professional development (thereby supporting retention and job satisfaction).
- Ensure sound and auditable financial management for annual client review as well as rapidly responding to dynamic program needs as the project evolves.
QUALIFICATIONS
- A Master’s Degree or higher in public health, medicine, information technology, international development, business administration, social sciences, or other health- or management-related advanced degree required.
- At least 10 years of experience designing, implementing, and managing complex public health projects in/for low and middle income countries, of which at least seven years has been spent supporting strategic information (systems strengthening, Information and Communication Technology [ICT], data solutions.
- Prior experience as Chief of Party, Project Director, Deputy Director, Team Leader, etc., on project(s) of similar scope, scale, and complexity preferred
- Experience with USAID (required) and other multilateral organizations (highly desirable - e.g. World Bank, DFID, GAVI, etc.).
- Strong interpersonal, writing, and oral presentation skills in English. Professional fluency in additional languages preferred (e.g. French, Spanish, Portuguese, etc.).
- Must be able to travel up to 20%.
