Project Overview:
The TB Platforms for Sustainable Detection, Care, and Treatment Activity is designed to improve decentralized TB health systems by bolstering health program components at the regional, province, city, municipal, and community levels. With appropriate planning, oversight, and supervisory systems in place, health facilities will improve the quality of health care and our team will achieve the following project aims:
1) families and communities adopt and improve healthy behaviors;
2) high-impact interventions are implemented at scale in the regions with the highest TB burden and other areas where the need for technical assistance is greatest; and
3) key local health systems are bolstered to facilitate efficient and optimal delivery of quality TB services.
Roles and Responsibilities:
The Social and Behavior Change Communication (SBCC) Specialist will be responsible for taking the lead in design, development and dissemination of SBCC activities, and capacity building for behavior change, including the engagement of TB patients and civil society in all aspects of TB programing and monitoring. The Specialist will be responsible for providing technical leadership on SBCC for a high-quality, results-oriented program focused on addressing PCC. The Specialist is expected to spend extensive time in the field, working closely with communities, patients and providers to develop and implement appropriate interventions to maximize TB detection, prevention, treatment and care. Along with other staff, s/he will represent the project in technical meetings pertaining to SBCC.
The SBCC Specialist will be responsible for the following:
- Work in collaboration with stakeholders to develop community radio, drama, or other communication strategies to make information and critical discourse about TB to the public and target audience;
- URC is affiliated with Center for Human Services, a nonprofit 501(c)(3) organization.
- Design and implement behavior change communication strategy, from design, provision of training and technical assistance to support behavior change intervention;
- Support development of interpersonal communications (IPC) capacity building interventions for TB providers, civil society and Ministry of Health representatives to ensure achievement of PCC project goals and objectives;
- Provide technical assistance to the national counterparts and partners on regional and provincial levels to design and implement activities to improve TB health care-seeking, detection, and treatment;
- Work with the technical team to develop training manual, tools and job aids that can assist the local partners in planning and implementing the community mobilization activities;
- Contribute to the development of annual workplans, M&E Plan, and program progress reports;
- Contribute to the development of external project communications materials, such as success stories and social media content;
- Other duties as assigned by the supervisor.
Minimum Requirements:
Required Experience & Qualifications:
- Advanced degree in a relevant field such as communication, journalism, public relations, public health;
- Minimum ten (10) years of progressive, focused experience in multi-channel SBCC, including at least five to seven (5-7) years in TB or infectious diseases.
- Demonstrated experience in behavior change communication strategy, from design, provision of training and technical assistance, to monitoring and evaluation;
- Demonstrated experience in public awareness and community-based dialogue, mobilization, and campaigns addressing TB;
- Demonstrated ability to obtain, analyze, organize and interpret relevant information, education and communication (IEC)/BCC data and use this data to design, develop and deploy communication interventions for TB.
- Demonstrated experience in developing and implementing effective communication and community engagement programs, efficiently managing sub-recipients and conducting related evaluations and assessments.
- Experience and demonstrated success in addressing gender and equity issues, as well as involving patients or key affected populations and civil society in project design and implementation.
- Excellent writing and editing skills. Experience writing and crafting content for social media, blog posts, and other synthesis products;
- Demonstrated supervisory experience;
- Strong English language skills, especially good oral and written communication skills;

- Familiarity with USAID policies and procedures or those of other donors.
